Justice Sardar Muhammad Sarfraz Dogar Appointed Permanent Chief Justice of Islamabad High Court

Islamabad — July 1, 2025:
Justice Sardar Muhammad Sarfraz Dogar has been formally appointed as the permanent Chief Justice of the Islamabad High Court (IHC), following approval by the Judicial Commission of Pakistan (JCP) in a meeting held on Monday.

The JCP, chaired by Chief Justice of Pakistan Qazi Faez Isa, confirmed Justice Dogar’s nomination with a majority vote. According to official sources, Justice Dogar secured nine votes, while Justice Mohsin Akhtar Kayani and Justice Miangul Hassan Aurangzeb received two and four votes respectively. One member, Justice Jamal Khan Mandokhail, abstained from voting.

Justice Dogar had been serving as the acting Chief Justice of the IHC since February 14, 2025, after the elevation of former IHC Chief Justice Aamer Farooq to the Supreme Court of Pakistan. His permanent appointment was widely anticipated after the Ministry of Law and Justice issued a notification on June 27, 2025, declaring him the senior-most judge of the court.

His appointment comes in the wake of a Supreme Court ruling on June 19, which upheld the constitutional validity of the transfer of three high court judges — including Justice Dogar — under Article 200 of the Constitution. The ruling cleared the way for his confirmation amid ongoing debates surrounding judicial seniority and administrative procedures.

The official notification regarding his appointment is expected to be followed by an oath-taking ceremony in the coming days, which will be administered by the President of Pakistan at Aiwan-e-Sadr.

Justice Dogar’s confirmation as Chief Justice marks a significant step in stabilizing the judicial leadership at the Islamabad High Court, which has been at the center of administrative and legal discussions in recent months.
